Rule 124
Bills other than the Finance Bill passed by the House of Representatives

(1) After receipt of a bill other than the meaning bill that originated in the House of Representatives and passed by that House with a message, the Secretary will table it in the House and one copy of the same will be distributed to each member. The presenting member may present a motion to consider the bill. However, if the chairman deems it appropriate, he may allow such a motion to be presented at any meeting after distribution of copies of the message containing the bill. A general discussion will be held. In such a discussion, clauses shall not be discussed unless it is necessary to clarify the principle of the bill. (4) In the case of the procedure after the resolution as per sub-rule (2) is passed, the procedure related to the bill originated in the assembly shall be applied. If there is, or if the bill is passed or if it is passed with amendments, the details thereof shall be clarified and sent back to the House of Representatives along with the message of the House within two months of its receipt in accordance with sub-rule (1).
